"Traditional" web publishing involves the installation of application software on your computer, the maintenance of a hosting space to store your published work, and the use of file transfer software to move your completed work from your computer to the hosting space.
Some options, such as Apple's iWeb/MobileMe arrangment integrate the publishing and the hosting in a seamless way, but there is still an annual cost to maintain the hosting arrangment.
