7. What items should be in a quote?
When you approach a number of contractors to obtain a quote for network design and installtion, you will need to be very sure that they are all quoting on provision of the same service.

The information below is quoted from the NSW Public Works IT Contract. NSW public schools can check for the latest version of this contract at the PWS IT contracts web site.

When considering the quotation of data cabling in your school include the following specifications:

  • The installer must be Austel Certified.

  • The installer must be a registed government contractor.

  • The cable is to be based on Unshielded Twisted Pair (UTP) with the use of a minimum 6 core multimode Fibre Optic cable where necessary, and suitable CAT 5 patch panels.

  • All cabling is to conform to the relevant standards:

    • Austel TS009, Customer Premises Cabling Manual

    • Austel PNDG - 1992

    • AS3080 - 1992 + Amendment 1

    • AS 3084 - 1993

  • All UTP cabling, connectors, fly leads and terminal blocks are to conform to Category 5 (ie 100MHz).

  • All components will be Category 6 (Cat 6) with the exception of voice tie cables. All components will be sourced from a single manufacturer, who will supply the minimum 15 year site warranty.

  • All patch-leads and fly-leads (to connect the computers to the network sockets) will will be of an appropriate length (ie a little longer than seems necessary!).

  • The final installation will be tested "end-to-end", so that testing includes the entire installation, not just the individual components.

  • Where necessary, cabling is to be installed through conduits whose diameter, placement and construction is such as to allow easy addition or replacement of cables in the future.

  • Where cables penetrate structures, vermin proofing and restoration of damp course must be carried out where these have been disturbed.

  • Cables entering buildings from below ground must be protected against mechanical damage.

  • All cables will be permanently labelled at both ends for easy connection and fault finding.

  • A diagram showing all cable routes and methods of crossing pathways and grounds will be included in the site documentation.

  • Full documentation is to be provided at the conclusion of the job to assist in future work.

  • Full site certification and registration must be supplied to the Principal within two weeks of practical completion. This includes staged works. Final payment will be made upon certification and registration.

  • All cables (except those installed as spares) are to be correctly terminated, even if not connected.

  • A standard information outlet comprises two Category 5 RJ45 sockets on a single plate (or surface mounted as required).

  • An allowance must be made for a minimum of 15% growth in all areas of the frame from Day 1 of the installation.
