Contact a registered cabling contractor and ask for a quote to have network cabling installed in all learning and administration spaces.
Ask for a "staged" quote, so that you can get an overall picture of the whole network plan, but be able complete key sections of the network as funds become available.
Insist that your quote include:

construction to your organisation's minimum specifications;

a 20 year warranty;

a drawn plan of the network;
- test data for all outlets;
- Gigabit links between all buildings.
